Citizen ’sCharter A citizen’s charter can be referred to as a
document representing asystematic
endeavour that emphasises the government’s
commitments towards its people. The
citizen’s charter in South Africa was
formulated in order to meet the demands
related to transparency, accountability, and
efficiency and to provide better services. In
South Africa, itis known as People First
and was formulated in 1997 (Rossi and
Orelli 2019) .
Re-engineering the Government Re-engineering refers to the decentralisation
of the government, transforming
monopolies into contests, transforming into
market mechanisms from abureaucratic
system, and focusing on outcomes of
funding instead of funding inputs.
Re-inventing the Government South Africa had re-invented its government
in 1994 and had transformed from an
apartheid system to amajority rule. The
transition was the result of the 1994 election
when the ANC (African National Congress)
came to power. The re-invention was put
into place by negotiating for arenewed
constitution.
New Public Management (NPM) The approach of New Public Management
(NPM) pursues building an administration
through the implementation of transparency,
flexibility, de-bureaucratisation, minimum
government, decentralisation, privatisation
and orienting the public service towards the
market. The apostles of NPM are
empowering the citizens, freedom of
options and choice, restructuring the
government, efficiency, economy, and
better services. The NPM approach gained
prominence during the leadership of
Margaret Thatcher in the UK and Ronald
Regan in the US.
NPM as amode of operation for the
democratic public-administration of South
Africa has seen advantages that have
enhanced the service delivery quality. The
legislation introduced to strengthen
decentralisation were the Municipal Finance

Management Act 2003 and the Public
Finance Management Act 1999 (Hofisi and
Pooe 2017) .
Privatisation/ Contracting out Privatisation in South Africa started during
the apartheid regime by privatising the
petroleum industries, steel and iron
industries, agriculture marketing, toll roads,
broadcasting and others. ANC had restricted
privatisation in the early years and
envisioned re-regulating the privatised
industries. However, ANC adopted the
privatisation policy in 1996. One of the
greatest examples of corporatisation in
South Africa was the dissolving and
privatisation of the South African Rail and
Harbours Administration (SAR&H) (Wren-
Sargent 2018) .
